With reference to my telegrams No. 50 of February 26th and 54 of March 22nd on the subject of the seizure by the Viceroy of Canton of certain coal mortgaged to the National Bank of China, and to supplement the papers sent to the Secretary of State for the Colonies by the Governor of Hongkong in his despatches, confidential, of March 6th and 23rd, I have the honour to enclose copies of my correspondence with the Wai Wu Pu in this matter.
Early in February I had the attention of the Wai Wu Pu drawn unofficially to the provocative action of the Viceroy in stationing two gunboats over the property in dispute, and I have reason to believe that the instructions His Excellency received from Peking in consequence...
